Windows 2016 Start Menu customization using GPO

Hi,

We are setting up several Windows 2016 RDS environments and are getting requests from customers to remove all of the tiles from the start menu.

There are a few guides I have found online to do this, ususally involves removing the tiles from a test machine, exporting the start menu layout on that machine thru Powershell, putting it on a share, then setting up a GPO to use the 'Start Layout File' and use the share\xml. 

I've tried this and it seems to apply the GPO however it is not removing any tiles.

Here is the XML code:

Anyone know what I might be doing wrong? Some of the examples I have seen have some tiles replaced, but I want to remove ALL tiles. I'm not sure if the start menu requires at least some tiles in order for this to work. but I want to remove all tiles.
